Requires California's presidential electors to assemble at the State Capitol at 2 p.m. on the first Tuesday after the second Wednesday in December following their election.

Authorizes the Governor to designate an alternative meeting location by written proclamation if the State Capitol is unsafe due to a proclaimed state of emergency, with the proclamation filed with the Secretary of State.

Maintains compensation for presidential electors at $10 for services plus mileage reimbursement at $0.05 per mile from their domicile to the meeting location.

Requires amended certificates of ascertainment if the final list of electors differs from previously submitted lists, with the Governor and Secretary of State coordinating transmission to appropriate recipients.

Requires final determination in presidential elector election contests at least six days before the first Tuesday after the second Wednesday in December.
