Amends Section 10001 of the Welfare and Institutions Code to change the stated purpose of public social services from providing support for "dependent families and persons" to providing support for "vulnerable children, adults, and families."

Updates the definition of protective services in the code from "handicapped or deprived persons" to "individuals with a physical, mental, or other disability."

Makes minor clarifying language changes to the purposes of public social services, including modifying how services assist individuals in developing capacity for self-care and self-support.
