Establishes the California Individual Assistance Act to provide financial assistance to local agencies, community-based organizations, and individuals for disaster recovery costs through the Disaster Assistance Fund.

Authorizes funding for personnel costs, equipment, translation services, housing assistance, income replacement, medical and funeral expenses, and other disaster-related needs not covered by insurance or other assistance programs.

Requires applications for assistance to be filed within 60 days of a local emergency proclamation, with the director able to extend deadlines only under unusual circumstances.

Directs the director to retroactively provide individual and family grants for three specific disaster events: the December 20, 2022 Humboldt County earthquake, winter storms covered under FEMA declaration DR-4683-CA (December 27, 2022 to January 31, 2023), and storms covered under FEMA declaration DR-4699-CA (beginning February 21, 2023).

Declares the act an urgency statute to take effect immediately.
