Requires the Department of Housing and Community Development, California Housing Finance Agency, California Tax Credit Allocation Committee, and California Debt Limit Allocation Committee to jointly establish an Affordable Housing Finance Workgroup.

Workgroup must develop recommendations for a single consolidated application and coordinated review process for multifamily affordable rental housing developers to access grants, soft loans, low-income housing tax credits, tax-exempt bonds, federal funds, and other subsidies.

Workgroup must include representatives from reviewing entities, nonprofit and for-profit affordable housing developers, and local and tribal governments, and identify technical requirements, data needs, timeline constraints, and eligible state programs by January 1, 2026.

Workgroup must submit recommendations on implementing the consolidated application and coordinated review process to reviewing entities and specified legislative committees by July 1, 2026.

Each reviewing entity must develop and report a plan to update state-administered programs based on workgroup recommendations to the Legislature by January 1, 2027.
