Creates a housing supplement for nonminor dependents placed in supervised independent living placements, calculated as the difference between one-half of the fair market rent for a two-bedroom apartment in the county and 30 percent of the established basic rate.

Housing supplement commences July 1, 2025, or when CalSAWS system automation is ready, whichever is later, subject to annual Budget Act appropriation.

Monthly housing supplement payment shall be made in one lump sum and prorated based on the number of days in the month the dependent is in placement, with overpayments prohibited from collection.

Department must calculate the housing supplement by November 1 of each year and notify county welfare agencies by July 1 of the following year through all-county letters or similar written instructions.

Department must report annually by county the average monthly amount paid to nonminor dependents in supervised independent living placements, commencing July 1, 2026, in a publicly accessible manner.
