Adds facilitation of conversion or redevelopment of commercial properties into housing, including adoption of adaptive reuse ordinances, to the list of "prohousing local policies" that qualify jurisdictions for additional points in state housing and infrastructure grant programs.

Requires the Department of Housing and Community Development to convene a working group by December 31, 2024, including the California Building Standards Commission, Energy Commission, State Fire Marshal, and local government representatives to identify challenges and opportunities for adaptive reuse residential projects.

Requires the Department of Housing and Community Development to report findings to the Legislature by December 31, 2025, and to research and consider proposing adaptive reuse building standards for adoption by the California Building Standards Commission for the next code update occurring on or after January 1, 2026.

Working group shall consider issues including energy upgrades, fire-rated assemblies, water and sewer piping, energy infrastructure, habitability, and other building requirements that may render conversions financially infeasible for residential use.

Expands eligible programs for prohousing designation bonus points to include the Infill Infrastructure Grant Program of 2019 and clarifies coverage of specific qualifying infill areas.
