Authorizes issuance of $6,380,000,000 in state bonds to finance loans and grants for behavioral health infrastructure, housing for homeless individuals, and veterans with mental health or substance use disorders.

Allocates bond proceeds as follows: $1,065,000,000 for veterans housing, $922,000,000 for homeless persons with behavioral health challenges, $1,500,000,000 for Behavioral Health Continuum Infrastructure Program grants (including $30,000,000 for tribal entities), and up to $2,893,000,000 for additional grants and administrative costs.

Makes behavioral health housing and treatment projects a "use by right" subject to streamlined ministerial review rather than discretionary local approvals, if projects meet specified objective planning standards regarding location, density, zoning, and labor requirements.

Extends the Behavioral Health Continuum Infrastructure Program indefinitely by removing its January 1, 2027 repeal date, allowing ongoing grants for construction and rehabilitation of behavioral health treatment facilities.

Requires submission of this measure and related sections of Senate Bill 326 to voters at the March 5, 2024, statewide primary election as "Proposition 1."
