Prohibits short-term lodging establishments and online platforms from advertising room rates that exclude mandatory fees or charges, with the exception of government-imposed taxes and fees.

Requires all government-imposed taxes and fees to be included in the total price displayed to consumers before they reserve a stay.

Defines "short-term lodging" to include hotels, motels, bed and breakfasts, short-term rentals, and residential properties rented for 30 consecutive days or less through centralized platforms.

Establishes civil penalties up to $10,000 per violation, enforceable by city attorneys, district attorneys, county counsel, or the Attorney General.

Becomes operative on July 1, 2024.
