Changes the Social Service Transportation Improvement Act from requiring "consolidation" to "coordination" of social service transportation services and renames "consolidated transportation service agencies" to "coordinated transportation service agencies"

Authorizes coordinated transportation service agencies to review and comment on state and local capital improvement plans, general and specific plans, ADA transition plans, and transit stop programs, with responding agencies required to provide written responses

Increases the annual transportation improvement fee by $10 per vehicle regardless of market value, with revenues continuously appropriated to counties for accessible transportation services for seniors and disabled persons based on population ratios

Requires county boards of supervisors to designate a coordinated transportation services agency in their county if one does not exist, with public transit agencies eligible for funding only upon biennial county board findings and documentation of maintenance of effort

Requires a two-thirds vote for passage due to the $10 fee increase constituting a tax increase under California Constitution Article XIII A, Section 3
