Expands required polling place supplies to include handheld magnifying glasses and signature guide cards to assist voters with disabilities.

Eliminates the requirement that voters declare under oath before receiving assistance from up to two persons selected by the voter when unable to mark a ballot.

Allows voters with disabilities to vote regular ballots outside any polling place (not just inaccessible ones), with signage and contact methods posted to inform voters of this option.

Requires county elections officials to include information about disability voting assistance options on county websites and in voter information guides in all applicable languages.

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs.
