Requires local enforcement agencies to develop policies and procedures by January 1, 2025 for inspecting multiple-unit buildings when a unit is found substandard or in violation of State Housing Law and defects could affect other units.

Policies must include criteria for determining if substandard conditions could reasonably affect other units, considering factors such as building type, age, construction type, cause of defect, and violation history.

Requires inspectors to reasonably attempt inspecting adjacent units and units above and below the defective unit, with authority to inspect all units if severe building-wide defects are found.

Mandates local enforcement agencies provide property owners written notice or repair orders and schedule reinspections to verify violations are corrected.

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs.
