Requires all state agencies, including the Department of Aging, Department of Corrections and Rehabilitation, Employment Development Department, Department of Education, Department of Fair Employment and Housing, Department of Health Care Services, Department of Justice, and Department of Veterans Affairs, to evaluate their departments to ensure no discrimination against women through state policies, programs, funding allocation, and service delivery.

Mandates state agencies consult with the Commission on the Status of Women and Girls when conducting evaluations to identify discrimination in employment practices, budget allocation, and provision of services.

Requires state agencies to report findings and recommendations to the Commission on the Status of Women and Girls on or before January 1, 2025, and every two years thereafter.

Directs agencies to recommend changes to practices and policies identified as discriminatory against women in the evaluation process.

Grounds the requirement in principles of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) to address discrimination in economic development, education, employment, violence prevention, and health care.
