Changes priority for California state preschool enrollment to give third priority to eligible 3- and 4-year-old children not enrolled in state-funded transitional kindergarten, rather than separately prioritizing 4-year-olds then 3-year-olds.

Modifies reimbursement calculation for contracts beginning July 1, 2023 to be based on the lesser of: maximum reimbursable amount in contract, net reimbursable program costs, or adjusted child days of enrollment times contract rate.

Effective July 1, 2024, applies adjustment factors (1.1 for at-risk children, 1.2 for dual language learners) to part-day preschool children, previously limited to full-day programs only.

Eliminates the prohibition on reporting children under multiple adjustment factor categories, allowing children meeting multiple criteria to receive combined adjustment factors.

Maintains existing adjustment factors: 2.4 for exceptional needs, 1.1 for at-risk/neglect/abuse/exploitation, 1.2 for dual language learners, 1.1 for early childhood mental health consultation, and 1.8 for children 47 months or younger.
