AB 557 Summary

• Extends indefinitely the authority for local agency legislative bodies to hold teleconferenced meetings without full in-person requirements during declared states of emergency when meeting in person would present imminent risks to health or safety.

• Changes the frequency of required findings to continue emergency teleconferencing from every 30 days to every 45 days after the first teleconferenced meeting and thereafter.

• Requires legislative bodies holding emergency teleconference meetings to provide real-time public comment opportunities via call-in or internet-based options, prohibiting advance-only comment submissions.

• Suspends and replaces previous provisions that were set to expire January 1, 2024, maintaining teleconferencing flexibility during proclaimed states of emergency through January 1, 2026.

• Makes legislative findings that the amendments further constitutional requirements for public access to local agency meetings and writings.
