Increases the Fresno County Transportation Authority board membership from 9 to 13 members by adding a labor organization representative, a youth member (ages 18-26), a disadvantaged unincorporated community member, and an educational representative.

Requires the authority to ensure prevailing wage requirements are met for construction workers on projects it funds that are not entirely public works, including wage documentation and verification obligations.

Mandates the authority enforce California Environmental Quality Act protections on all construction and development projects it funds and prioritize projects that comply with state climate, air quality, and equity goals.

Requires the transportation expenditure plan to undergo California Environmental Quality Act review and establishes new public participation requirements including multiple hearings, in-language materials, and a 45-day public comment period for plan amendments.

Specifies that projects funded by the authority must help mitigate pollution in disadvantaged communities and unincorporated areas, and exempts the authority from state mandate reimbursement requirements.
