Authorizes the Department of Motor Vehicles to enter into a memorandum of understanding with a federal agency to issue enhanced driver's licenses, provisional licenses, and identification cards that meet federal Western Hemisphere Travel Initiative requirements for cross-border travel.

Requires applicants to be at least 16 years old, California residents, and U.S. citizens, and to submit proof of identity, residency, and citizenship under penalty of perjury.

Mandates enhanced licenses include radio frequency identification (RFID) technology with security measures, a protective shield, and tamper-resistant features; applicants must sign a declaration acknowledging understanding of RFID technology.

Establishes an additional nonrefundable application fee not to exceed $55 or the reasonable regulatory cost, whichever is less, to be deposited in the Motor Vehicle Account.

Requires the department to submit annual reports to the Legislature on the number of enhanced licenses issued, effects on border wait times and traffic congestion, and any security or privacy breaches.
