Establishes the Cybersecurity Regional Alliances and Multistakeholder Partnerships Pilot Program to address the cybersecurity workforce gap by aligning employer needs with higher education training and increasing the pipeline of students pursuing cybersecurity careers.

Requires the California State University Chancellor's office to develop application and selection criteria by March 1, 2023, with preference given to campuses that have or are developing regional pipeline programs in cybersecurity with California Community Colleges.

Mandates each selected CSU campus to create a pilot program with specific goals and metrics, develop regional alliances and multistakeholder partnerships, and annually report impact and results to the Chancellor's office.

Requires the Chancellor's office to submit a comprehensive report to the Legislature by July 1, 2028, including enrollment data, information on populations served, veteran participation numbers, and recommendations for program improvement and veteran recruitment.

Makes the comprehensive reporting requirement inoperative on July 1, 2032, under Government Code Section 10231.5.
