Prohibits insurers from refusing to issue, renew, or terminating professional liability insurance for health care providers based on offering or performing abortion, contraception, gender-affirming health care, or related services that are lawful in California.

Prohibits insurers from increasing premiums, imposing surcharges, or increasing deductibles solely based on a health care provider offering the protected services listed above.

Requires insurers to provide coverage for liability damages arising from abortion, contraception, gender-affirming health care, or related services if those services are within the provider's license scope, lawful where performed, and the policy covers similar professional services.

Applies to professional liability insurance marketed, offered, issued, amended, or renewed in California for health care providers licensed under California law.

Permits insurers to terminate or refuse coverage in another state where such services are unlawful, for policies providing multi-state professional liability coverage.
