Allows local jurisdictions until December 1, 2031 to use California-derived recovered organic waste processed at out-of-state facilities to meet procurement targets, changing the previous deadline from 2039.

Requires eligible out-of-state facilities to have been in operation since January 1, 2022, be appropriately permitted, located within 125 miles of the originating jurisdiction, and provide recordkeeping documentation.

Limits the amount of out-of-state processing that can count toward procurement requirements to the actual quantity of material a jurisdiction sends outside the state and the facility's processing capacity as of January 1, 2022.

Exempts rural jurisdictions from the out-of-state processing capacity limits under certain conditions.

Maintains existing procurement schedules requiring jurisdictions to meet 30% of targets by January 1, 2023, 65% by January 1, 2024, and 100% by January 1, 2025.
