Expands paid family leave eligibility commencing February 1, 2025 to include workers bonding with a minor child within one year of assuming responsibilities in loco parentis, in addition to biological birth, foster care, or adoption.

Eliminates the eligibility restriction that denies benefits when another family member is ready, willing, and able to provide care during the same time period, effective February 1, 2025.

Prohibits employers from requiring employees to use up to two weeks of earned vacation leave before receiving family temporary disability insurance benefits for periods of disability commencing on or after February 1, 2025.

Requires the Employment Development Department to develop a separate certification form for bonding leave that includes the new in loco parentis category.

Makes an appropriation from the Unemployment Compensation Disability Fund to cover the costs of expanded benefits and administrative expenses.
