Authorizes Alameda, Butte, Nevada, and Santa Clara Counties to operate a deferred entry of judgment pilot program for eligible defendants aged 18-24 who plead guilty to felonies (with exceptions).

Removes Napa and Ventura Counties from the pilot program authorization.

Extends the pilot program authorization from January 1, 2024 to January 1, 2026.

Requires participating counties to conduct evaluations of the program's impact and effectiveness and submit reports to the Assembly and Senate Committees on Public Safety by December 31, 2024.

Establishes requirements for program participation including risk assessment evaluation, ineligibility for certain violent offenses and sex offender registration, and a maximum one-year custody period in juvenile hall.
