Request California Council on Science and Technology (CCST) to assess every 3 years the infrastructure project types, scale, and pace needed to achieve state energy, climate change, and air quality goals.

Require GO-Biz, in consultation with the Energy Commission, Public Utilities Commission, and State Air Resources Board, to prepare an assessment of barriers and challenges limiting clean energy project deployment by January 1, 2026.

Require the GO-Biz assessment to include at least three clean energy project types, specific development stage challenges, different deployment methods, and recommended approaches to address identified impediments.

Require the GO-Biz assessment to be considered and incorporated into work carried out by the Governor's Infrastructure Strike Team.

Take effect immediately as an urgency statute.
