Establishes the Unicorn Homes Transitional Housing for Homeless LGBTQ+ Youth Program as a three-year pilot program administered by the Department of Housing and Community Development in San Diego and Sacramento counties through local LGBTQ+-focused community-based organizations.

Funds transitional housing for LGBTQ+ youth ages 18-24 experiencing homelessness due to family rejection, with the goal of family reunification when possible.

Requires placement of eligible youth with volunteer host families who pass background checks and must not have convictions for DUI (within 10 years), sex offenses, domestic violence, child abuse, human trafficking, or violent felonies.

Mandates host families provide crisis intervention using a trauma-informed approach and that the program comply with Housing First core components regarding tenant screening and housing requirements.

Requires community-based organizations to submit annual reports by December 31, 2024 and 2025, with a final report due June 30, 2026, and the Department of Housing and Community Development to submit a compiled final report to the Legislature by December 31, 2026; program expires January 1, 2027.
