Authorizes Alameda, Contra Costa, and Solano counties to create a three-year pilot program to regulate commercial nonfranchise solid waste haulers transporting solid waste on public roads in unincorporated areas.

Permits counties to adopt ordinances requiring nonfranchise haulers to obtain permits, display permit evidence, and pay fees covering the county's regulatory enforcement costs.

Does not grant counties authority over franchised solid waste operations or affect any existing franchise agreements with solid waste enterprises.

Defines "commercial nonfranchise solid waste hauler" as an entity charging fees to haul and dispose of solid waste outside any exclusive or nonexclusive franchise contract.

Expires January 1, 2028, at which point the section is repealed.
