Commission must adopt a strategy with milestones by June 1, 2024 to reduce greenhouse gas emissions from the building sector, consistent with the state's net zero emissions target by 2045.

Strategy must include consultation with the Public Utilities Commission, California Building Standards Commission, State Air Resources Board, California Workforce Development Board, and disadvantaged community advisory groups, plus at least two public workshops and stakeholder sessions.

Strategy must maximize workforce development with high-road jobs, provide market signals to manufacturers, minimize ratepayer impacts, support extreme heat protection, and prioritize low-income and disadvantaged communities.

Strategy must evaluate obstacles for low-income occupants of multifamily and mobilehome structures and identify opportunities to deploy zero-emission heating and cooling technologies like heat pumps.

Commission must submit the adopted strategy to relevant legislative policy committees by September 31, 2024, with this reporting requirement becoming inoperative on September 31, 2028.
