Requires California Community Colleges and California State University campuses to prominently display estimated costs for all required course materials and fees for an increasing percentage of courses: 40% by January 1, 2025, 55% by January 1, 2026, 65% by January 1, 2027, and 75% by January 1, 2028.

Defines "course materials" to include digital or physical textbooks, devices such as calculators and remote attendance platforms, and software subscriptions.

Maintains existing requirement to highlight courses using exclusively free digital course materials and clearly communicate to students that these materials are free of charge.

Requests University of California campuses to comply with these requirements while mandating compliance for California Community Colleges and California State University.

Became operative July 1, 2024, and provides for state reimbursement to local agencies for any mandated costs determined by the Commission on State Mandates.
