Extends Medi-Cal coverage for pregnant individuals and targeted low-income children to one year after pregnancy ends, with full-scope benefits for the entire duration.

Requires the state to cover additional comprehensive perinatal assessments, individualized care plans, and services during the one-year postpregnancy period at levels at least proportional to those available on July 27, 2021.

Allows nonlicensed perinatal health workers to provide comprehensive perinatal services in beneficiaries' homes and community settings, supervised by community-based organizations or local health jurisdictions under contract with Comprehensive Perinatal Services Program providers.

Requires the Department of Health Care Services to coordinate with the State Department of Public Health and consider input from perinatal health workers and community organizations when determining the specific scope of additional services to be covered.

Implementation is conditioned on obtaining necessary federal approvals and ensuring federal financial participation is available.
