Requires the Department of Transportation to sell and transfer surplus state property known as the "Disney Lot" (Director's Deed DD–028801–01–01) in Pacifica to the Department of Parks and Recreation for state park purposes.

The property is located adjacent to a 2,000-foot gap in the California Coastal Trail between Pacifica State Beach and Pedro Point Headlands, and will be developed as a trailhead parking lot to close this gap and expand public coastal access.

Property is surplus state transportation land located within the coastal zone and acquired with tax revenues restricted to transportation purposes, qualifying it for transfer under Section 10 of Article XIX of the California Constitution.

Department of Parks and Recreation shall manage the property as part of Pacifica State Beach until it may be transferred to a local agency for trailhead parking purposes consistent with the California Coastal Trail and local coastal program.

Designates this transfer as necessary by special statute due to unique circumstances involving public access expansion to the California Coastal Trail and Pacifica State Beach.
