Renames the County Health Initiative Matching Fund program as the County Children's Health Initiative Program (CCHIP) throughout the Welfare and Institutions Code.

Removes obsolete references to the former Healthy Families Program and Access for Infants and Mothers Program, replacing them with references to the Medi-Cal Access Program.

Deletes references to repealed provisions relating to nonprofit hospital service plans from Medi-Cal provisions.

Revises managed care contracting requirements to specify that the Director of Health Care Services must contract only with managed care plans licensed under the Knox-Keene Health Care Service Plan Act of 1975, except as otherwise authorized under Medi-Cal.

Requires the director to provide stakeholder input opportunities prior to issuing new requests for proposals or entering into new managed care contracts.
