Expands the "One California" Immigration Services Funding program to provide legal services to immigrants with intent to reside in California, not just those currently residing in the state.

Removes the prohibition on using grant funds to provide legal services to individuals convicted of violent or serious felonies, allowing broader eligibility for services.

Modifies contractor qualifications to require at least three of five criteria (rather than all criteria) and allows organizations with DOJ or OLAP accredited representatives to qualify instead of requiring direct case experience.

Adds new services including holistic legal representation for removal defense and establishes an advisory committee by January 1, 2025 to make recommendations on policies and procedures for the program.

Requires annual public reports on program implementation, client services, and regional/ethnic community outreach, plus a triennial cost analysis report beginning July 1, 2025; protects personally identifiable information from disclosure except by court order.
