Revises legislative intent regarding diagnostic assessments for disabled students to include continuing assessments, required documentation, and assessments provided by institutions or outside entities, for purposes of defining disabilities and proving eligibility for academic or institutional accommodations.

Requires California State University (starting July 1, 2025) and requests University of California to cover diagnostic assessment costs for learning disabilities for students who receive financial aid or are eligible for assistance from the institution's health or disability center.

Mandates state funds be provided annually on an actual-cost basis for assessment services, with institutions responsible for documenting costs to the Department of General Services, which oversees reimbursements.

Requires educational institutions to post notice on their websites that they will cover diagnostic assessment costs for eligible students.

Permits institutions to refer students to outside entities for assessment services arranged directly by the institution.
