Authorizes voters to cast vote by mail ballots in person at their designated polling place or vote center without using the identification envelope, if specific conditions are met.

Requires precinct or vote center boards to have real-time access to the county elections system to verify the voter has not already returned a mail ballot and to change the voter's status from mail to in-person voter.

Requires voters to provide their name, address, and signature in the same manner as other in-person voters after their status is changed in the election management system.

Mandates county elections officials establish procedures to prevent voters from submitting more than one ballot without an identification envelope.

Ballots cast under this provision must be processed and counted as nonprovisional ballots cast in person, with state reimbursement available for any local mandate costs as determined by the Commission on State Mandates.
