Establishes sliding scale voucher amounts for drayage trucks based on fleet size, with increased incentives for operators owning 49 or fewer, 30 or fewer, or 5 or fewer vehicles under the California Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project.

Prioritizes voucher awards to operators transporting goods between the Ports of Los Angeles, Long Beach, or Oakland and California warehouses, and to operators owning five or fewer drayage trucks.

Requires vouchers to be used only for purchasing new or retrofitting used drayage trucks that operate exclusively in California and are powered by diesel, hydrogen fuel cell, or battery electric technology.

Permits the state board to award vouchers to non-drayage vehicles as part of the broader Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project.

Defers to Section 111 of the Budget Act of 2023 in case of conflicts with this chapter's provisions.
