Requires the Department of Corrections and Rehabilitation to develop a voluntary work program for incarcerated individuals, replacing the existing mandatory work requirement.

Authorizes the Secretary of the Department of Corrections and Rehabilitation to set compensation for state prison work assignments through regulations, exempting such wages from minimum wage laws.

Requires local ordinances to set compensation for county and city jail work program assignments, also exempt from state minimum wage laws.

Includes work program earnings as a cost item when calculating statutory prices for services performed through the work program.

Becomes operative only upon voter approval of ACA 8, a proposed constitutional amendment that would prohibit all involuntary servitude.
