Authorizes the California Department of Transportation to enter into contracts with federally recognized Indian tribes and entities owned by those tribes without limitation to specific activity types.

Removes previous restrictions that limited tribal contracts to on-reservation or off-reservation cultural resource management, environmental studies, and off-reservation traffic impact mitigation projects.

Establishes requirements for off-reservation traffic impact mitigation contracts, including full reimbursement of department expenses, compliance with California Environmental Quality Act review, and consistency with regional transportation plans.

Eliminates the requirement that tribal contracts include limited waivers of sovereign immunity by Indian tribes.

Applies the same off-reservation traffic impact mitigation contract requirements to both federally recognized Indian tribes and entities owned by those tribes.
