Requires the State Air Resources Board to count rental of zero-emission vehicles for 260 cumulative days in a calendar year as equivalent to owning one zero-emission vehicle for meeting fleet acquisition requirements.

Applies to regulations adopted on or after April 28, 2023 that require fleet owners to acquire zero-emission vehicles as part of their fleet.

Permits fleet owners who rent zero-emission vehicles to also include those vehicles in their fleet calculations for purposes of meeting zero-emission vehicle acquisition requirements.

Defines "vehicle" to include vehicles over 8,500 pounds gross vehicle weight rating, light-duty package delivery vehicles, and yard tractors operated in California.

Defines "zero-emission vehicle" as vehicles with zero-emissions powertrains producing zero exhaust emissions of criteria pollutants, precursor pollutants, or greenhouse gases, including near-zero-emissions vehicles as permitted by applicable regulations.
