Changes the Golden State Teacher Grant Program requirement from serving at priority schools (55% or more unduplicated low-income pupils) to serving in any shortage area designated by the Commission on Teacher Credentialing, effective for grants awarded on or after January 1, 2024.

Expands eligible schools from only California public or private schools to include nonpublic schools, and allows service at any California public or nonpublic school in a designated shortage area.

Extends the availability of funds appropriated in Budget Acts of 2022 and 2023 for encumbrance or expenditure until June 30, 2028 (previously funds from 2020 and 2021 were available until June 30, 2026).

Requires the Student Aid Commission to annually collect and report demographic data on grant award recipients to the Legislature, beginning with grants awarded on or after January 1, 2024.

Revises evaluation requirements to assess program effectiveness in recruiting, developing support systems for, and retaining teachers in shortage areas, with reports due to the Legislature by December 31, 2025, and every two years thereafter.
