Expands the definition of "automobile dismantler" to include persons who possess 9 or more used catalytic converters that have been cut from motor vehicles using a sharp implement.

First violation of acting as an automobile dismantler due to possessing 9 or more catalytic converters is punishable as an infraction with a fine of up to $100; second violation is a misdemeanor with a fine of at least $250; third violation is a misdemeanor with a fine of at least $500; fourth or subsequent violations are punishable by a fine of at least $1,000.

Excludes junk dealers, recyclers, commercial enterprises, and core recyclers from the definition of automobile dismantler, even if they possess 9 or more used catalytic converters.

Exempts from the definition persons who possess 9 or more catalytic converters used in conjunction with licensed businesses, fleet operations, agricultural/farming/mining/ranching businesses, motor vehicle repair businesses, or restoration of historic or classic vehicles.
