Requires the Chancellor of the California Community Colleges and Chancellor of the California State University to develop survey questions on campus climate related to hate crimes with student participation, and requests the University of California President to do the same.

Mandates that campuses with existing climate surveys developed before January 1, 2024, must review and update those surveys by December 31, 2024, and every 5 years thereafter to include hate crime-specific questions developed with student input.

Requires submission of developed survey questions to the U.S. Secretary of Education for review and approval for incorporation into a federal online survey tool for campus safety.

Mandates submission of biennial reports on survey results to the Assembly Committee on Higher Education and Senate Committee on Education, with results posted prominently on each campus website and statewide education initiative websites.

Requires campus employees responsible for equity, diversity, and inclusion under the Clery Act to receive at least 25 hours of annual standardized training on hate crime prevention, reporting, and addressing.
