Exempts small modular reactors (up to 300 megawatts per unit) from California's restrictions on nuclear fission thermal powerplants regarding fuel rod reprocessing and high-level waste disposal requirements.

Amends Public Resources Code Sections 25524.1 and 25524.2 to maintain existing restrictions on most nuclear facilities while carving out an exception for small modular reactors.

Requires the Public Utilities Commission to adopt a plan by January 1, 2026 to increase procurement of electricity from nuclear facilities and phase out procurement from natural gas facilities.

Preserves existing exemptions for Diablo Canyon Units 1 and 2 and San Onofre Units 2 and 3.
