Requires school districts to notify pupils and parents/guardians at 6th grade admission about state public policy recommending HPV immunization before 8th grade advancement, including information that HPV vaccines can prevent over 90 percent of HPV-caused cancers.

Declares as state public policy that students age 26 or younger are advised to receive full HPV immunization before first-time enrollment at California State University, University of California, or California Community Colleges institutions.

Requires health care service plans and disability insurance policies providing hospital, medical, or surgical benefits issued or renewed on or after January 1, 2024, to cover HPV vaccines for FDA-approved populations without cost-sharing (no deductibles, copayments, or coinsurance).

Expands cervical cancer screening coverage requirements to disability insurance policies issued or renewed on or after January 1, 2024, to include annual cervical cancer screening tests with HPV testing approved by FDA.

Exempts certain state-mandated costs from reimbursement under Article XIII B of the California Constitution but allows reimbursement claims if the Commission on State Mandates determines other costs are mandated by the state.
