Maintains the existing 72-hour advance notice requirement for utility service interruptions of more than two hours, excluding emergencies

Requires management to post written notice on mobilehomes for any homeowners or residents who have not consented to electronic communication

Defines "emergency" as utility service interruptions resulting from accidents, acts of nature, or causes other than management's planned maintenance, repair, or replacement
