Expands authority of State Water Resources Control Board to issue citations to any person (not just public water systems) for violations of drinking water regulations, with penalties up to $1,000 per day per violation.

Requires any person in violation to reimburse the State Water Resources Control Board for actual costs of enforcement activities, including preparing orders/citations, public notification, and hearings, with invoices due within 90 days or subject to 10% late penalty.

Expands definition of "person" in drinking water law to include the United States to the extent authorized by federal law.

Requires owners of domestic wells serving rental properties within consolidation or extension service areas who decline consolidation to test water annually, provide results to tenants and health officers, and provide replacement water service if testing shows contamination violations; owners cannot charge tenants for these costs.

Prohibits state reimbursement to local agencies under Proposition 13 because costs result from creation or modification of crimes, not mandated local programs.
