Creates the Homeless Courts Pilot Program administered by the Judicial Council to provide comprehensive community-based services to homeless individuals involved with the criminal justice system, operating until January 1, 2029.

Allows the Judicial Council to competitively award grants to cities and counties (with court approval) to establish or expand homeless court programs serving defendants charged with infractions or misdemeanors experiencing homelessness.

Requires grant-funded programs to provide minimum components including diversion enabling charge dismissal upon completion, public defender services, court appearances, temporary or permanent housing, mental health services, substance use disorder treatment, and criminal record clearing services.

Mandates the Judicial Council establish performance-based outcome measures tracking participant demographics, housing placements, substance use disorder treatment success rates, and additional criminal justice involvement, with quarterly reporting by participating courts.

Requires the Judicial Council to submit a comprehensive evaluation report to the Legislature by July 1, 2027, assessing program effectiveness and recommending improvements.
