Clarifies that CalHome Program funds may be used to construct accessory dwelling units (ADUs) and junior accessory dwelling units (JADUs) that can be separately conveyed to different lower-income households on separate parcels.

Requires units in home ownership development projects receiving CalHome funds to be initially sold to and occupied by lower-income households and subject to a recorded covenant lasting at least 30 years.

Specifies that covenants must include at least one of the following: resale restrictions, recapture of CalHome funds upon resale, or equity sharing upon resale.

Requires the Department of Housing and Community Development to implement these changes into program guidelines and notices of funding availability released after December 31, 2024.
