Authorizes the Civil Rights Department to proactively offer its services to resolve disputes involving discriminatory practices, in addition to providing services upon request from public bodies or affected persons.

Extends confidentiality requirements and prohibitions on department employees performing investigative or prosecuting functions to apply to community assistance services related to discrimination disputes.

Specifies that department employees are prohibited from publicly disclosing confidential information acquired during community assistance efforts, with violations constituting a misdemeanor.

Limits department assistance to investigation, conference, conciliation, and persuasion activities in resolving community disputes related to discrimination based on protected characteristics including race, gender, age, disability, sexual orientation, and other specified grounds.
