Adds Section 25236 to the Public Resources Code requiring the state commission to evaluate whether hydrogen-fueling projects for medium- and heavy-duty vehicles should also include access for light-duty vehicles when considering funding.

Commission must consider safety, regional light-duty vehicle hydrogen fueling needs, and station fueling capacity in its evaluation of mixed-use hydrogen station projects.

Exempts the Clean Transportation Program and allocations under Section 43018.9 of the Health and Safety Code from this requirement.

Does not apply to existing statutory requirements for $20,000,000 annual allocations for publicly available hydrogen-fueling stations that were in effect until January 1, 2024.
