Specifies that biomethane must be delivered through dedicated pipelines or common carrier pipelines meeting specific requirements and demonstrating environmental benefits to California, such as reducing emissions or alleviating local nuisances.

Provides that no state reimbursement is required because any costs incurred by local agencies or school districts result from changes to criminal penalties under existing law.
