Adds alternative pathways for students to qualify for nonresident tuition exemptions at California State University and California Community Colleges, including completion of 60 semester units or 90 quarter units at community colleges, or attainment of an associate degree for transfer.

Maintains existing exemption requirements based on 3+ years of attendance in California schools or high school coursework combined with elementary/secondary school attendance.

Applies to students other than those excluded from the definition of "immigrant" under federal immigration law, with provisions for undocumented students to file an affidavit regarding immigration status legalization applications.

Requires the Board of Governors of the California Community Colleges and the Trustees of the California State University to establish implementation rules and regulations.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated local program costs, reimbursement shall be provided pursuant to existing statutory procedures.
