Requires community colleges with limited enrollment courses or programs in health care fields to reserve at least 15 percent of admitted seats (minimum 3 students per cohort) for incumbent health care workers, effective 2024–25 academic year.

Mandates community colleges with priority enrollment systems grant registration priority to incumbent health care workers starting 2024–25 academic year.

Defines "incumbent health care worker" as a paid employee at a qualifying health care facility with at least one year of employment history who meets program prerequisites, including roles in clinical care, support services, and administrative positions.

Extends indefinitely the existing authority for community college registered nursing programs to use multicriteria screening, random selection, or blended admission processes when applicants exceed capacity.

All provisions requiring reservation of seats and priority enrollment for incumbent health care workers automatically repeal on January 1, 2034.
